Produce a quarterly EPR regulation tracker covering the United States and material international developments. Sources: CalRecycle (California SB 54), Oregon DEQ, Colorado state EPR program, Maine DEP, the Product Stewardship Institute (productstewardship.us), the Recycling Partnership, the EU PPWR official journal, and Packaging Digest's EPR coverage.
For each jurisdiction with active legislation or a bill in progress, report:
- Jurisdiction — state or national/EU
- Status — passed / in implementation / bill pending / proposed
- Key compliance dates — what happens when
- Producer scope — who pays / who reports
- Covered packaging — substrates included and excluded
- What changed this quarter — vs. prior quarter
- Implication for Crown customers — one sentence on which substrates or customer segments this most affects
Also include a 'Watch list' section of bills introduced but not yet passed in other U.S. states, with status.
Output as an Excel workbook, epr-tracker-{YYYY-Q#}.xlsx, with one sheet per active jurisdiction plus a Summary sheet up front and a Watch list sheet at the back.
